Good public governance relies on excellent governance talents and talent reserves. In Hong Kong, governance talents come from many sources.

Hong Kong has experienced multiple waves of immigration in the past, mainly involving special social backgrounds such as future negotiations, political turmoil or confidence crises. In recent years, anti-amendment protests have triggered a series of social incidents in Hong Kong, revealing that deep-seated social conflicts have not been properly resolved and have once again aroused public concerns about the future of Hong Kong.

In Hong Kong, the advisory and statutory bodies system has been in operation since the 1940s. Article 65 of the Basic Law stipulates that the original system of establishing advisory organizations by administrative agencies will continue to be retained. Since its establishment, the SAR Government has continued to use relevant systems to appoint members of the public to join advisory and statutory organizations; these organizations are one of the important channels for the public to participate in public affairs. Referring to the information on the government website, there are currently about 4,600 members of the public appointed to serve about 440 advisory and statutory organizations in Hong Kong 1 .

Figures show that as of 20191, the number of people using social media worldwide has exceeded 2.8 billion. In Hong Kong, there are currently about 5.8 million active social media users in Hong Kong, accounting for 78% of the total population.

The District Council was established in 1982. Its functions mainly include providing advice to the government, carrying out district environmental improvement projects based on allocations, and playing an important role in promoting community participation.

Many governments around the world use commendations to recognize people who have made outstanding achievements and significant contributions to society or in different fields. Among them, the awarding of medals can be said to be the highest level of honor. It is generally believed that the honors system can help establish social models and promote citizen participation and social service, which will be beneficial to the government in maintaining effective governance in the long run.

Proper use and allocation of resources by the government is conducive to social stability and sustainable development. Through public participation, it can help strengthen the acceptability of government decisions and at the same time make resources more in line with the expectations and needs of the public. This provides favorable conditions for maintaining and promoting good governance.
