This report explores the significant development opportunities Hong Kong faces in the global Low Earth Orbit (LEO) satellite economy. LEO satellites orbiting in near-Earth orbit provide communication, data, and positioning services. Hong Kong does not need to focus on satellite development or rocket launches—these fields are already dominated by industry giants such as US and Chinese national projects. Instead, Hong Kong should focus its development on downstream sectors, transforming satellite data into practical services and products. At least 90% of the revenue from the aerospace industry comes from this area. Based on economic data, industry characteristics, international experience, and Hong Kong's core strengths in finance and law, this report outlines a three-phase development roadmap spanning 5 to 10 years.
