The city&#039;s economic engine has always been driven by the sweat and toil of countless workers. While Hong Kong people&#039;s work ethic is world-renowned, behind the gleaming glass curtain walls, heavy work pressure acts like invisible shackles, gradually eroding the souls of its citizens. Recently, during peak job-hunting season, many Gen Z graduates confided in me, lamenting the high pressure and fast pace of their internships, which left them deeply self-doubting and even experiencing a profound sense of powerlessness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Data doesn&#039;t lie; this sense of powerlessness is far from unfounded. AXA&#039;s mental health survey reveals that over 30% of Generation Z report suffering from severe stress, a proportion far exceeding the 231% TP3T in the 35-44 age group and the 181% TP3T in the 45-54 age group. However, this phenomenon cannot be simply attributed to &quot;young people&#039;s poor stress tolerance,&quot; as a high-pressure workplace culture is impacting all age groups, becoming a hidden cross-generational epidemic. As early as 2022, a survey by the Hong Kong Federation of Trade Unions&#039; Occupational Safety and Health Association showed that a staggering 84.51% TP3T respondents frequently felt immense work pressure. In the same year, the Federation of Trade Unions also accurately identified work as the biggest source of stress for fathers in Hong Kong.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The unresolved workplace stress of ten years<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">April 28th is designated as the United Nations&#039; &quot;World Day for Safety and Health at Work,&quot; aiming to promote a global culture of occupational safety and health and prevent workplace accidents and occupational diseases. Ten years ago, the conference theme was &quot;Work Stress: A Shared Challenge&quot;; today, the focus remains on &quot;Healthy Psychosocial Work Environments.&quot; The world has spent a decade on this, yet the shadow of workplace stress persists. We must ask: how much effort has Hong Kong&#039;s governance system actually put into reshaping the city&#039;s workplace culture? We must take the pressures faced by employees more seriously, so that the world doesn&#039;t repeat itself in the next decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The National 15th Five-Year Plan, in its chapter on &quot;Accelerating the Construction of a Healthy China,&quot; explicitly states the need to &quot;strengthen mental health and mental health services, and enhance early detection and comprehensive intervention for common mental disorders and psychological problems among key populations.&quot; The National Health Commission has further shifted its policy focus from &quot;diagnosis and treatment of mental disorders&quot; to &quot;mental health promotion,&quot; designating 2025-2027 as the &quot;Year of Mental Health Services.&quot; In contrast, Hong Kong&#039;s governance is often constrained by the inertia of fragmented administrative practices. The Labour Department focuses on occupational safety and health at the substantive level, the Health and Medical Bureau closely monitors clinically severe mental illness patients, and the Mental Health Advisory Committee&#039;s &quot;emotional support&quot; mechanism struggles to proactively intervene at the front end, preventing policy benefits from reaching the truly vulnerable grassroots workers on the verge of collapse.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Break the inertia of fragmented administrative practices<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To defuse this emotional time bomb, the government&#039;s policy thinking must shift from &quot;post-event medical remedies&quot; to &quot;community and workplace co-governance,&quot; reducing the stigma and discrimination faced by those seeking help. The Policy Address promises to add six district health centers by 2026 to implement the &quot;Healthy Mind Pilot Program,&quot; a direction that is correct but somewhat reliant on citizens seeking help independently. The government should proactively dismantle barriers and loosen restrictions, leveraging tertiary institutions and labor union networks as frontline support nodes. As a faculty member, I deeply understand that universities are the most trusted haven for many young graduates. If resources serving alumni can be deeply integrated with government policies, providing emotional support and identification of mental health issues, it will be able to accurately intercept emotional crises among recent graduates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, the role of corporate management should not be left blank. The authorities could introduce substantial policy incentives into the Good Employer Charter, listing &quot;employee mental health support&quot; as a core bonus item; and take the lead in encouraging companies to make good use of continuing education funds to subsidize managers to take mental health first aid courses, and even allocate time during regular working hours for emotional resilience training, thus weaving a mutual support network within the workplace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mental health is not merely a medical issue; it is the economic lifeline of Hong Kong&#039;s workforce sustainability. If the governing team and the business community continue to disregard workplace stress and allow fatigue to erode the physical and mental well-being of citizens, the city&#039;s competitiveness will ultimately crumble.
