Professor Yin Zhenying of the School of Hotel and Tourism Management at the Chinese University of Hong Kong confirms this: &quot;Consumers now place greater emphasis on mental health and the natural environment.&quot; According to the Asia Tourism Exchange Centre&#039;s forecast for the tourism market, the proportion of young travelers is constantly rising. They are no longer satisfied with traditional material consumption, but are more willing to spend money to obtain richer emotional value and better quality family time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Faced with this unstoppable surge of new-generation tourists, Hong Kong&#039;s tourism infrastructure must undergo a radical overhaul. The 2026-27 Budget proposes establishing a &quot;Northern Urban-Rural Integration Fund&quot; to promote rural tourism projects, a strategic adjustment that is undoubtedly timely and relevant. This not only responds to tourists&#039; desire for natural ecological environments but also aligns perfectly with the national policy of coordinating new urbanization and comprehensive rural revitalization, and deepening the integration of agriculture, culture, and tourism, as outlined by Premier Li Qiang in his 2026 Government Work Report.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Catering to the experience economy and capturing the new generation of customers<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">February 17th is the United Nations Global Day for Tourism Resilience, serving as a stark reminder of the importance of sustainable tourism and urging countries to develop national strategies to promote it. Transforming &quot;urban-rural integration&quot; from a concept into an economic driver hinges on responding to this global strategic call and fully implementing sustainable tourism. A report by Booking.com indicates that a staggering 751,000,000 travelers worldwide plan to choose more sustainable travel methods in the coming year. While the &quot;Hong Kong Tourism Industry Development Blueprint 2.0&quot; lists &quot;building Hong Kong into a model for sustainable tourism development&quot; as one of its four key objectives, the blueprint still lacks concrete measures for implementing conservation, community building, and skills support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To bridge this policy gap, governance experiences from other regions are worth learning from. Take Inner Mongolia Autonomous Region as an example. Instead of solely relying on natural resources, it has implemented top-level design. The &quot;Outline of the Plan for Comprehensively Promoting the Construction of a Beautiful Inner Mongolia and Building a Solid Ecological Security Barrier in Northern China (2025-2035)&quot; explicitly proposes building an integrated development pattern with ecology as its foundation, culture as its feature, and tourism as its industry. At the Inner Mongolia Autonomous Region CPPCC meeting, Huang Shuangyan, Vice Mayor of Chifeng City, further emphasized the deep integration of &quot;culture, tourism, sports, agriculture, and commerce,&quot; adhering to the principle of &quot;creating what tourists want to experience&quot; in operating scenic areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Hong Kong government should adopt this cross-sectoral governance approach, abandon bureaucratic inertia of acting independently, and proactively provide the industry with clear policy support. In the short term, the government should institutionalize the green certification system for hotels and guesthouses, introduce the &quot;Sustainable Hotels and Guesthouses Guidelines,&quot; and provide appropriate economic incentives and policy support to encourage the industry to jointly improve the level of sustainable tourism.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tell the story of green tourism in line with the vision of Beidu.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In the medium to long term, Hong Kong needs a landmark &quot;sustainable tourism demonstration zone&quot; to test the effectiveness of urban-rural integration. The AlUla region in Saudi Arabia provides an excellent international example: the local government not only invests in hardware such as green transportation, but also focuses on developing community-led immersive adventure tourism and intangible cultural heritage spaces, closely linking the interests of tourists with the well-being of local residents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Hong Kong government should not merely focus on promotion, but should assume the role of participant and coordinator. The Sha Tau Kok Cultural Tourism Area thematic project within the government&#039;s blueprint perfectly embodies the core conditions for integrating culture, ecology, and community economy.
